NATURE OF WORK: Coordinates and oversees all activities related to the removal of nuisance abatement structures and structures acquired for land redevelopment. Administers the Nuisance Abatement Program and investigates complaints of vacant vandalized structures. Prepares contracts, general and technical specifications, and cost estimates for nuisance demolition or renewal clearance work. Utilizes the Nuisance Abatement Ordinance and the Use Nuisance Process as methods to achieve rehabilitation, demolition and removal of occupants from structures. Manages the inspection of buildings being rehabilitated or demolished to ensure that violations are being corrected.

MINIMUM EDUCATION: Associates degree or 2 years of college.

MINIMUM EXPERIENCE: Must have 3 years of experience in housing or nonresidential code enforcement associated with the construction or demolition of buildings.

SPECIAL REQUIREMENT: Must possess a State of Ohio Asbestos Hazard Evaluation Specialist Certificate or have the ability to acquire it BY THE APPLICATION DEADLINE ON SEPTEMBER 14, 2017.

LICENSE REQUIREMENT: Must possess a valid driver's license at time of appointment and maintain thereafter as a term and condition of continued employment.

GENERAL REQUIREMENTS: Must have a working knowledge of surveying principles and be able to read construction plans, specifications and blueprints. Must have a good working knowledge of judicial procedures and courthouse processes.

PROMOTIONAL QUALIFICATIONS (City Employees): Must be a full-time permanent employee in pay grade 124 (Wage) or below, pay grade 29 (Clerical) or below, or equivalent, and been employed for 6 consecutive months by the City of Dayton in a classified Civil Service position. Identical scores will be broken by (1) seniority and (2) random selection method.

OPEN COMPETITIVE APPLICANTS: Final appointment is contingent upon the applicant passing a job-related medical examination and providing documentary evidence of Employment Authorization and Identity. Identical scores will be broken by a random selection method.

NOTES: Examination dates and times are subject to change. Post-secondary education must be from a college, university, or institution of higher learning that is accredited by the U.S. Department of Education through the North Central Association of Colleges and Universities or equivalent region. Calculators will be provided for the Civil Service examination. Applicants appearing on the Promotional eligible list shall be considered prior to those on the Open Competitive list. Police background investigation will be required. Final appointment is contingent upon the applicant passing a drug screen. Applicants are responsible for providing all necessary employment dates, experience, training, or any other requirements as stated in the Exam Announcement, in order for their application to be considered for certification and admittance to the examination process.
