RESPONSIBILITIES: Ensures that all enterprise information system platforms are functional, stable and secure, including network databases, operating systems and servers that support the core organizational IT functions in addition to the oversight of the IT datacenter facility. The incumbent is responsible for various projects and shall possess and demonstrate skills in project planning and management. Assists in the development of strategies and implementation plans for the delivery of new technologies and/or enhancement of existing technologies; validating the organizational, technical, and economic feasibility of new technology initiatives; improving technology usability; evaluating currently deployed services and developing plans to optimize delivery and support mechanisms; and assessing technology platforms to ensure reliability, availability, security, performance, efficiency, justification, regulatory compliance, infrastructure capacity and short/long term planning, constraints, and objectives. Supervises the team of Applications and Systems Analysts and Customer Support Specialist and is expected to work closely with customers, business partners, project managers, other team members and key constituents. The incumbent must have the supervisory skills, process and/or workflow planning, and design skills to organize and oversee people and projects to achieve management objectives. The Division of Information Technology is a 24/7/365 internal support agency and the incumbent must be willing and able to be “on call” to provide guidance, support and supervision to staff as needed.

MINIMUM QUALIFICATIONS: Bachelor's degree in Business, Computer Science, Computer Engineering, Management Information Systems or a related field and 5 years of experience in information technology as a systems engineer, systems analyst, or database manager AND 2 years of which, is experience as a manager, supervisor, project manager or team lead; OR Associate's degree in Business, Computer Science, Computer Engineering, Management Information Systems or a related field and 7 years of experience in information technology as a systems engineer, systems analyst, or database manager AND 3 years of which, is experience as a manager, supervisor, project manager or team lead. Must have at least one of the following certifications: Microsoft Certified Systems Engineer (MCSE), Microsoft Certified Information Technology Professional (DBA, Enterprise Administrator, or Server Administrator), VMWare, Nortel or Cisco Network Engineer, Project Management Professional, ITIL, COBIT or Six Sigma. Degree must be from a college or university that is accredited by the U.S. Department of Education through the North Central Association of Colleges and Universities or equivalent region. Must possess a valid driver's at time of appointment and maintain thereafter as a term and condition of continued employment.
